Tentative Agreement Reached: Everyone’s In, No One’s Out!
Friday November 3rd, the DCTU reached a tentative agreement with the City of Portland on the terms of our labor contract, through June 2020.
Despite the City’s repeated refusal to provide all DCTU members a pay increase, we prevailed on that and many other issues. Your support and solidarity enabled our DCTU bargaining team to win a fully retroactive COLA, numerous selective increases, and a fully retroactive 1.65% increase for everyone who isn’t otherwise getting a selective increase.
DCTU members stood together and stood strong. Know that your constant support during the last year and the over 90% vote for strike authorization made a huge difference for our strength at the table.
Here is what your support and solidarity won:
Many long overdue selective wage increases that bring wages closer to market
Fully retroactive COLA, to July 1, 2017
Fully retroactive pay increase for all workers not otherwise receiving a selective
Fully retroactive pay increase from July 1, 2015 for the Police Administrative Support Specialist (PASS) and Record Specialist series
Deferred holidays for essential employees that must report for duty on days when non-essential employees stay home and get paid
Managers can now send employees home for a rest break after 16 hours worked
Increased clothing allowance to $250, starting July 1, 2018
Increased tool allowance for fleet mechanics to $1000
A new $200,000 professional development fund available to all DCTU workers
Here is what your support and solidarity empowered us to beat back:
Punitive sick leave language
Unfair recruitment tools that would have arbitrarily compensated new employees more than current employees
The loss of insurance coverage for domestic partners
An invasive, privacy-destroying HIPPAA release form
Here’s what we traded for the above:
A wellness visit every two years will now be required to retain 95%/5% insurance premium split (otherwise, employee contribution is 10%)
The Rule of Two, our internal promotions language
A Letter of Agreement to discuss changes to Article 11 (Working out of Classification)
Members will have the opportunity to vote to ratify this Tentative Agreement. Your vote will determine whether this contract gets ratified. We are your bargaining team, and this is your Union and your contract.
Our DCTU Bargaining Team recommends approval of this Tentative Agreement.
